In 1971, she opened Chez Panisse in Berkeley, California, a restaurant that emphasizes organic, locally sourced ingredients and seasonal menus. Chez Panisse quickly became a beacon for the farm-to-table philosophy, significantly influencing American cuisine.

Waters is also a committed advocate for food education. In 1995, she founded the Edible Schoolyard Project, which integrates gardening, cooking, and nutritious meals into school curriculums to teach children about healthy eating and sustainability.
